Explanation Responsibility for Traders Using an Increased Number of C/O Forms

A recent official document highlights that organizations issuing Certificates of Origin (C/O) (including EUR.1, EUR.1 UK, EAV, and X forms) must consider the average number of C/O forms used by traders over the past three months. They are also required to monitor and verify the use of C/O forms they manage and issue.
If a trader requires a significantly higher number of C/O forms than usual, the issuing organization must request a written explanation from the trader. If necessary, the organization will inspect the trader’s use of the C/O forms and issue a written recommendation for more efficient use if the rate of defective C/O forms exceeds 10% of the total issued.
Based on the actual situation, traders must report their receipt and usage of C/O forms and estimate the number of C/O forms needed for the next period. They should submit this information to the issuing organization using the attached Appendix III form.
